Remscheid was an industrial city in the Bergisches Land, heavily dependent on tool and hardware manufacturing — a sector that paid wages in cash, weekly or even daily, as hyperinflation peaked in late 1923. Municipal notgeld at this denomination wasn't a curiosity; it was operational necessity. The Reichsbank simply could not supply enough currency fast enough, so cities printed their own.

Local production kept turnaround tight. The L. Hartmann signature almost certainly indicates a municipal treasurer or finance official rather than a printer, with the printing itself contracted to a local firm.
