Duisburg, as a major industrial center in the occupied Ruhr, was printing notgeld under particularly strained conditions — French and Belgian forces had seized the region in January 1923 specifically to enforce reparations payments, and German workers were engaged in passive resistance, meaning production had largely halted while the government continued paying strike wages in increasingly worthless paper.

The watermarked stock gives this note a degree of formality unusual for municipal issues at this denomination level, where printers routinely abandoned security features entirely to speed output.
