The 1976 Polish budget anniversary series was produced as part of the PRL government's broader commemorative program, which by the mid-1970s had become a significant revenue stream through collector sales abroad — hard currency the regime badly needed. Trial strikes like this one in nickel were produced to test die quality and planchet specifications before committing to the final issued composition, and they were rarely released through normal channels. Most entered collections through the Ars Polona export agency or directly through mint disposal.
