Nowa Huta and Turoszów were twin symbols of Gomułka-era industrial ambition — a steel town built from scratch outside Kraków and a lignite-mining complex in Lower Silesia, both chosen as subjects for Poland's 1964 commemorative program marking twenty years of the People's Republic. Trial strikes in copper-nickel for this type were produced alongside aluminum and other compositional tests as the mint worked toward final approval, meaning these pieces never entered circulation and exist solely as production-phase artifacts. The Fischer and ParM references place this firmly in the pattern and essay literature rather than the regular issue series.
