The 2004 issue falls within the period when the Chinese Mint began aggressively targeting international bullion collectors, having already established the Panda series in 1982 as one of the first modern gold bullion programs from a communist state to penetrate Western markets. The 1/20 oz denomination was introduced to broaden accessibility at the lower end of the weight range.
Each year's Panda gold issues carry a new design, a deliberate policy established from the outset to drive collector demand — a strategy that occasionally backfired, as the annual design changes created enormous secondary-market pricing disparities between dates.
