The Panda gold series, launched in 1982, was among the first Chinese bullion programs designed explicitly for the international collector market rather than domestic circulation. By 2001, the People's Bank had established an annual design-change policy — breaking from the practice of most world bullion programs — which created immediate secondary market pressure on each year's issue the moment the following year's design appeared.
The 1/20 oz denomination targets the entry-level bullion collector. At this size, the .999 fineness was already pushing the practical limits of die detail reproduction on so small a planchet.
