The Bank of Jehol (熱河省銀行) operated under shifting political authority throughout the 1940s — Jehol province itself had been part of the Japanese-controlled state of Manchukuo since 1933, and its banking infrastructure was rebuilt under Communist administration after the Soviet entry into Manchuria in August 1945. By 1947, the province was firmly within the Communist-controlled northeast, and notes like this one were issued to fund the People's Liberation Army's logistical operations during the civil war against the Nationalists.
The "Rehher Sheeng" romanization on the note is a Wade-Giles rendering of the province name — its appearance signals notes intended partly for administrative legibility beyond purely local use.
