The 13th World Festival of Youth and Students was held in Pyongyang in July 1989 — the largest event ever hosted by North Korea, drawing roughly 22,000 participants from 177 countries. The regime invested enormous resources in infrastructure for the festival, including the construction of the Ryugyong Hotel, which was left unfinished and stood as a concrete shell for decades afterward. Hard currency commemoratives issued for the event were never intended for domestic circulation; they were minted explicitly for foreign sale to offset the staggering cost.
