North Korea has issued collector coinage sporadically since the 1970s, largely targeting foreign hard-currency buyers rather than domestic circulation — brass pieces of this type never meaningfully entered the DPRK's internal economy, where the won itself functions under a dual-currency system that has repeatedly been reset by government decree, most recently and disruptively in the 2009 redenomination that wiped out household savings and triggered rare public protests.
