| Opis awersu | The state emblem of the Democratic People's Republic of Korea is prominently depicted in the centre of the field, featuring a hydroelectric power station and a landscape with Mount Paektu, framed by sheaves of rice on either side, surmounted by a five-pointed star emitting rays, and inscribed on the scroll below in Hangul. The circular legend in Hangul reading '조선민주주의인민공화국중앙은행' (Central Bank of the Democratic People's Republic of Korea) arcs around the upper periphery. North Korea's commemorative silver program of the 1990s was largely produced for export rather than domestic circulation — hard currency was the goal, not commemoration. These pieces were struck for sale to foreign collectors and dealers, primarily through intermediaries in Austria and China, as Pyongyang had no functioning numismatic distribution network of its own. The Korean Workers' Party issues from this period are tied directly to the Party's 50th anniversary in 1995, the same year Kim Jong-il formally consolidated power following his father's death the previous July.
