North Korea's commemorative aluminum issues from this period were produced almost exclusively for the export collector market — hard currency the regime desperately needed. Domestic circulation of such pieces was never the intent. The collector trade, largely routed through Chinese intermediaries, absorbed the bulk of these issues at substantial markups over face value.
