The Korean legend 조선민주주의인민공화국 (Democratic People's Republic of Korea) arcs along the upper field in Hangul script, with the denomination 20 원 (20 Won) inscribed vertically to the right in the field. The denomination 20 WON appears in Latin script at the base of the central design. The entire central motif is enclosed within a beaded inner border, and the broad rim is decorated with an elaborate scrolling floral and cloud pattern in traditional Korean decorative style.

North Korea's commemorative aluminum issues from this period were produced almost exclusively for the export collector market — hard currency the regime desperately needed. Domestic circulation of such pieces was never the intent. The collector trade, largely routed through Chinese intermediaries, absorbed the bulk of these issues at substantial markups over face value.
