Ljubljana's Mestna Blagajna was one of dozens of municipal treasuries across the former Habsburg lands that issued small-denomination emergency currency in 1919 to address the acute coin shortage following the collapse of Austria-Hungary. These notgeld-style emissions were strictly local instruments — accepted within the city but carrying no guarantee from any national authority. The Yugoslav government moved fairly quickly to suppress municipal issues once the Kingdom's own currency infrastructure stabilized, making the circulation window for this note brief.

At 72 × 46 mm, it is among the smallest paper instruments from the Slovenian notgeld period.
