Molossia is a micronation — a tongue-in-cheek sovereign entity occupying a small property in Nevada, formally "declared independent" by Kevin Baugh in 1999. The Valora is its official currency, pegged to Pillsbury Cookie Dough by weight rather than to any recognized reserve asset. That peg is not a joke buried in footnotes; it is the stated official monetary policy.
This note was never legal tender in any jurisdiction recognized by international law, and it was never intended to be. It exists as a novelty collectible and a piece of micronational political theater. Collector interest is driven entirely by the curiosity factor.
