Samoa's 1985 note issue came just four years after the country formally dropped "Western" from its official name — a constitutional change in 1997 still lay ahead, but the political realignment away from colonial-era nomenclature was already underway. Thomas De La Rue had printed Samoan currency since the first independent issues, and the continuity of that relationship meant design evolution was incremental rather than radical across the 1980s series.

P#28 is the less frequently encountered denomination of the 1985 run. High-face notes in small Pacific economies tend to see limited transactional wear — they move through banking channels rather than daily commerce — which makes genuinely circulated examples more interesting than pristine ones.
