KM# P3 designates this as a pattern strike, not a circulation issue — the 20 Stotin denomination was never adopted for regular Czechoslovak coinage. The newly formed republic was still negotiating its monetary identity in 1920, and numerous experimental denominations were struck in this period without ever reaching the public.
