The segmented foil strip — a windowed security thread that appears as a broken silver line on the surface rather than a continuous embedded filament — was a relatively new addition to De La Rue's security repertoire in the mid-1990s, and its inclusion on a note of this denomination is notable. Most central banks reserved upgraded security features for higher-value paper; applying them to the 20 Shilling placed Kenya ahead of several regional peers at the time.
Cheserem served as CBK Governor from 1993 to 2001, a tenure covering significant post-liberalization monetary tightening.
