Tanzania reduced the 20 shilingi in 1992 as part of a broader rationalization of the coinage following years of economic pressure from structural adjustment programs imposed under IMF conditionality. The nickel-plated steel composition replaced the earlier cupro-nickel, a cost-driven decision common across sub-Saharan issuers during the late 1980s and early 1990s as metal costs and inflation eroded the economics of maintaining heavier, pricier blanks.

KM#27.2 is distinguished from the earlier 27.1 solely by the reduced physical specification — same year of issue window, different flan.
