China's grain rationing system, formalized after 1953, persisted far longer in rural and semi-rural counties than is often assumed. Jiangyou County — in the Mianyang region of northern Sichuan — was still issuing locally-denominated food coupons in 1980, three years after Deng Xiaoping's reforms had nominally begun dismantling the command economy. These county-level grain bureau coupons functioned as parallel tender within strictly defined administrative boundaries; a coupon from Jiangyou was worthless in the next county.
The "shi jin" denomination places this squarely in the catty-based measurement system — twenty catties, roughly ten kilograms of grain entitlement.
