Samoa has issued a string of wildlife-themed copper pieces in recent years, largely targeting the thematic collector market rather than circulation. The Laughing Owl — Sceloglaux albifacies — to which "shaggy-legged" types are closely related, went extinct in New Zealand by the early twentieth century, and Pacific owl species broadly have suffered from introduced predators and deforestation since European contact.
At 47 grams, this is a heavy struck piece for the denomination — almost certainly a collector issue rather than anything intended for Samoan commerce.
