The Banca Nazionale Somala was established in 1960 following the merger of the former Trust Territory of Somalia and British Somaliland into the Somali Republic. This 1971 issue came during a period of political consolidation under the Supreme Revolutionary Council, which had seized power in October 1969 — less than two years before these notes entered circulation. The bilingual denomination, Scellini and Shillings, reflects the linguistic compromise between the Italian-administered south and the British-administered north, a formality that persisted well into the 1970s.
Officina Carte Valori, the printing arm of the Italian state, handled all Somali national issues through this period — a legacy of Italy's long administrative role in the south.
