Thomas De La Rue had printed Sri Lankan currency since before the Central Bank even existed, and by the early 1990s the relationship was well established — this series continued that long-running contract through the post-war economic restructuring period following the 1989 JVP insurrection, when the government was deliberately signaling institutional stability through conservative note design choices.
The security thread on this issue is a plain embedded type, predating the windowed thread technology De La Rue would incorporate into later Sri Lankan commissions. P#103 ran across a four-year window, meaning date varieties exist and are collectible as a minor pursuit within the series.
