Belarus has issued lunar calendar silver pieces annually since the early 2000s, targeting the collector market rather than circulation — none of these coins have ever been intended as spending money. The 2017 Dog issue is part of that unbroken run, produced by the Lithuanian Mint (Lietuvos monetų kalykla) on contract, as Belarus lacks its own minting facility.
The cubic zirconia inset and selective gold plating are characteristic of the series' later production years, when the National Bank leaned increasingly toward novelty finishes to sustain collector demand.
