The Union State of Russia and Belarus, established by treaty in 1999, has produced a steady stream of commemorative issues over the past two decades — largely as diplomatic tokens rather than circulating currency. Belarus has consistently shouldered the minting side of this arrangement, with the National Bank issuing silver pieces that mark the political union's anniversaries and initiatives while Russian federal coinage remains entirely separate.
