Reverse description The reverse presents a central scene depicting the Victory Monument in Minsk, a tall obelisk flanked by a sculpture of a soldier and a mother figure, set upon a broad stepped plinth. The monument is rendered against a dramatic background of stylised clouds filling the mirror-like field. The inscription 3 ЛIПЕНЯ (3 July) appears to the right of the monument in the field. The Cyrillic legend ДЗЕНЬ НЕЗАЛЕЖНАСЦI РЭСПУБЛIКI БЕЛАРУСЬ arcs around the upper periphery, while ДЗЕНЬ РЭСПУБЛIКI is inscribed along the lower rim, separated by two raised dots.

Belarus declared independence from the Soviet Union in August 1991, but the country's early numismatic identity took several years to consolidate. This 1997 issue arrived as the National Bank was still establishing its collector coin program, and KM#10 is among the earliest silver commemoratives in the modern Belarusian series.

The .900 fine silver specification follows older imperial and Soviet convention rather than the .925 standard adopted by most contemporary European mints at the time.
