Belarus issued this coin in 1996 as part of an early commemorative program launched shortly after the country's first post-Soviet Olympic participation at the 1994 Lillehammer Winter Games. Rhythmic gymnastics, a sport with deep roots in Soviet athletic culture, was a deliberate choice — Belarus had inherited both the training infrastructure and the competitive talent from the USSR program and was eager to assert a distinct national sporting identity.
KM#14 is among the earliest silver commemoratives struck under the National Bank of Belarus, which had only gained full central banking authority in 1992.
