Belarus issued a substantial commemorative silver program in the early 2000s, much of it tied to Belarusbank — the country's oldest and largest savings institution, founded in Soviet times and restructured following independence in 1991. These pieces were struck for institutional presentation and collector sale rather than any circulation purpose, at a moment when the Belarusian ruble was in near-freefall, losing roughly 34% of its value against the dollar in 2002 alone.
