Moldova's 1992 transitional issues were printed before the National Bank had been formally constituted as a functioning central bank — the Ministry of Finance stepped in as issuing authority, an arrangement that was always intended to be temporary. This brown 20 Rouble cupon belongs to that first wave of Moldovan paper, issued as the republic severed monetary ties with the collapsing Soviet ruble zone.
