The Currency Interchangeability Agreement between Brunei and Singapore, signed in 1967, established that both nations' dollars would trade at par indefinitely — an arrangement that has outlasted most such bilateral currency pacts globally. This 2007 issue marks forty years of that agreement holding without interruption, which is the entire reason the note exists at all.
Polymer substrate was an unusual choice for a commemorative of this kind from Brunei, but Note Printing Australia had been the issuer's printer of record since the late 1990s, and NPA's polymer platform was well established by then. The print run of just over twelve million is modest but not negligible for a commemorative.
