Kampuchea in 1988 was still the People's Republic of Kampuchea, a Vietnamese-backed government internationally isolated and unrecognized by most of the West — including FIFA's member associations. The country had no national football team competing in World Cup qualifiers. This coin was produced purely for the numismatic export market, a common revenue strategy among cash-starved states with limited foreign currency access.
