Issued under Norodom Sihanouk following his restoration to the throne in 1993 after two decades of exile, civil war, and the Khmer Rouge period — a stretch during which Cambodian coinage had essentially ceased to exist as a meaningful institution. The Monoclonius series belongs to a wave of silver commemoratives produced for the international collector market in the 1990s, not for domestic circulation.
Cambodia had no meaningful mint infrastructure of its own; these pieces were struck abroad under contract.
