The P#37 20 Rial note was issued under the authority of the Central Bank of Oman during a period of relative monetary stability, when the rial's peg to the US dollar — fixed at approximately 2.6 USD since 1986 — made Omani paper currency among the most structurally sound in the Gulf. Thomas De La Rue's long relationship with the Central Bank of Oman dates back to the earliest post-Sultanate issues of the 1970s, making this a continuation of an unusually consistent printing arrangement.

The watermark security is notably minimal for a high-denomination note of this vintage, well behind contemporaneous issues from neighboring Gulf states that had by then adopted security threads and color-shifting inks.
