Yemen's 1995 unification period saw the Central Bank issuing notes that had to function credibly across a population that had used two entirely separate currency systems — the Yemeni Rial of the north and the Yemeni Dinar of the south — since reunification in 1990. The 20 Rial denomination sat at the lower end of practical daily use, where counterfeiting pressure is typically highest and security investment lowest.
