Malan and Fraga Neto — the pairing that anchored the Real's inflation-targeting framework under Cardoso — give way mid-series to Palocci and Meirelles after Lula's 2002 election, a transition that markets initially feared would unravel exchange rate stability. It didn't, and Meirelles remained at the Banco Central long enough to appear alongside three different Finance Ministers across subsequent signature combinations.
