Jersey's currency is not legal tender in the United Kingdom, and the UK's pound sterling is not legal tender in Jersey — a distinction that still surprises visitors. The island issues its own notes under the authority of the States of Jersey, independent of the Bank of England, though the two currencies trade at parity by longstanding convention.
Ian Black served as Treasurer of the States from 2003 until 2011, placing this note near the tail end of his tenure. De La Rue's involvement here is unsurprising given their longstanding relationship with the island's currency production.
