The abacá component in the paper stock is the detail worth noting here. The Philippines is the world's dominant producer of abacá — a banana-relative grown primarily in Mindanao — and its inclusion in the substrate isn't decorative nationalism but practical: abacá fiber adds tensile strength and resistance to the wear patterns that denominations in heavy daily circulation accumulate quickly.
