The BSP's Security Printing Plant has produced Philippine notes in-house since the early 1980s, giving the central bank direct control over production that most developing economies contract abroad. By 2005, the 20 Piso had been a persistent problem denomination — enough face value to circulate heavily, low enough that wear accumulated fast.
