The BSP's Security Printing Plant has produced Philippine notes in-house since the early 1980s, giving the central bank direct control over production that most developing economies contract abroad. By 2005, the 20 Piso had been a persistent problem denomination — enough face value to circulate heavily, low enough that wear accumulated fast. Notes from this period frequently show accelerated fiber breakdown along the horizontal fold lines, a known issue with the cotton substrate used in this run.

Pick 198 is part of the New Design Series introduced in 1985 and extended through multiple reprints well into the 2000s, making precise dating of individual specimens important for serious collectors.
