Mönchengladbach's Chamber of Commerce issued this note in 1917 under the Notgeld provisions that allowed municipal and commercial bodies to fill the small-denomination coin shortage caused by wartime metal requisitioning. Brass, copper, and nickel had been redirected to munitions production, and fractional coins had effectively vanished from everyday commerce by mid-war.

Hermann Schött A.G. in nearby Rheydt handled the printing — a local solution for a local problem, the issuer and printer separated by barely three kilometers.
