Kempen am Rhein — now simply Kempen, in what is today North Rhine-Westphalia — issued this note during the acute small-change shortage that gripped Germany in the immediate postwar years. Municipal and commercial Notgeld of this period was often printed locally under rushed conditions, but the presence of a watermark on a note this small is worth noting: most 1920 municipal issues at this denomination dispensed with security features entirely, relying on the sheer volume of competing issuers as a practical deterrent against forgery.
The DeNG suffix designation .2a suggests at least one earlier variant exists within the 689 series, pointing to more than one print run or paper stock.
