Amtsbezirk Koberg was a rural administrative district in the Duchy of Lauenburg region of Schleswig-Holstein — a genuinely minor jurisdiction to be issuing notgeld, even by the loose standards of the early 1920s German emergency money wave. The 1921 date places this firmly in the municipal notgeld phase, when hundreds of small German communities printed small-denomination scrip to address the chronic shortage of coin that had worsened steadily since the war years.

The watermark security feature is worth noting — most Amtsbezirk-level notgeld of this period used plain paper. Its presence here suggests the issuer sourced pre-watermarked stock rather than commissioning a bespoke security measure.
