Roda bei Ilmenau is a village community in the Thuringian highlands, and its decision to issue notgeld in 1921 places this firmly in the second wave of German emergency money — no longer driven by wartime coin shortages but by the accelerating inflation that was dissolving the purchasing power of Reichsbank notes faster than they could be printed. Municipal issues at this scale, from communities this small, were often as much about local prestige as practical necessity.

The Wiedemannsche Druckerei in Saalfeld handled a considerable volume of Thuringian notgeld during this period. The single signature, Hertzer, almost certainly represents the Bürgermeister rather than a banking official.
