The island was among the last major Philippine territories to see sustained Japanese occupation, and its provincial government maintained enough administrative continuity to issue currency with genuine bureaucratic formality — three signatures, a full provincial authority designation, and series controls that suggest real accounting behind the printing.

The "Red 20" designation distinguishes this from other 20 Peso Palawan emissions by overprint color, a quick and cheap method of differentiating authorized reissues or series without committing to a full reprinting run.
