Harrison & Sons held the Dominican Republic contract through much of the late Cold War period, and this 1990 issue came during a particularly unstable stretch for the peso oro — inflation had been running at triple digits since the mid-1980s, eroding real purchasing power so rapidly that a 20-peso note was worth a fraction of its face value by the time any given print run finished circulating.
The watermark remains the sole mechanical security feature here, a relatively thin specification for the period — Harrison was capable of far more sophisticated work, and the austere security profile reflects the economics of printing for a currency under severe inflationary pressure rather than any technical limitation.
