The "Mountain" series treasury certificates were introduced for the Philippine Islands in the late 1910s to replace the earlier peso issues that had circulated since American administration began in 1903. Pick 64 is distinguished by the absence of the blue "XX" overprint found on related notes in the same series — that overprint was applied to certain denominations at specific issue points, and its omission here reflects a printing specification rather than a post-issue removal.
The Bureau of Engraving and Printing handled all Philippine treasury certificate production during this period, a deliberate colonial policy keeping plate security and paper control firmly in Washington.
