This issue belongs to Cuba's extensive series of large-format silver commemoratives produced through the early 1990s, a period when the Cuban state was aggressively courting foreign hard currency through collector coin programs even as the economy contracted sharply following the Soviet collapse. The "Heroic Guerilla" epithet is Che Guevara's — drawn directly from the 1967 proclamation Fidel Castro read upon announcing his death in Bolivia.
The coins were struck for export sale, not domestic circulation. Cuban citizens had no legal access to the hard currency these pieces were priced in.
