Veracruz's 1914 provisional issues emerged from the administrative chaos following Huerta's coup and the subsequent fracturing of revolutionary authority across Mexican states. With the federal monetary system functionally collapsed, individual states and factions printed their own paper — this being one of dozens of competing regional emissions that circulated simultaneously, often at steep discounts against each other and against specie.

The S1110 series is reasonably well documented but counterfeiting was rampant among the 1914 provisionals generally, and authentication against known genuine examples is worthwhile before assigning high grade.
