Banco de Hidalgo was one of the state banks chartered under Mexico's 1897 Ley General de Instituciones de Crédito, which allowed individual states to issue their own currency within federally regulated limits. The system created dozens of competing regional issuers, each backed — in theory — by specie reserves held under government supervision. In practice, oversight was inconsistent, and several banks quietly over-issued against their declared reserves.
The ABNC's Mexico portfolio during this period was substantial; the same engraved plate elements appear, in modified form, across multiple Mexican state bank commissions from the late Porfiriato years. Hidalgo's series was cut short by the 1913–1914 collapse of the state banking system under revolutionary pressure, after which all such concessions were effectively revoked.
