The brass outer ring carries BELISARIO DOMÍNGUEZ along the upper margin, 100 ANIVERSARIO LUCTUOSO on the left arc, 150 ANIVERSARIO DE SU NACIMIENTO on the right arc, and the denomination $20 in the lower exergue. The outer ring is decorated with alternating quadrangular and triangular friezes around its circumference. |

Belisario Domínguez was a senator from Chiapas who, in October 1913, publicly denounced Victoriano Huerta as an assassin and usurper — one of the few voices in Mexican government willing to say so aloud. Within days he was dragged from his hotel room and murdered. Congress was dissolved shortly after. The date of his assassination, October 7th, became a national day of mourning, and the Senate's highest honor now bears his name.
