Brooke's Point was one of the most isolated municipal districts in the Philippine archipelago, and that isolation partly explains why its emergency currency survived the occupation at all. When Japanese forces pushed into Palawan in 1942, the provincial government fragmented, with some officials retreating into the interior to maintain a skeletal civil administration under guerrilla protection. Notes like this one were produced to sustain that shadow economy — paying local suppliers, scouts, and support networks when no other currency could be trusted or safely used.

The three signatories reflect exactly how thin that administration had become: a Justice of the Peace, a Municipal District Treasurer, and a single named Member, collectively constituting whatever quorum the circumstances allowed.
