Beschrijving voorzijde The obverse carries the heading 'Treasury Emergency Currency Certificate' at top, with a two-line authority clause certifying redemption by the Commonwealth of the Philippines upon termination of emergency. The large denomination legend 'Twenty Pesos' is set in bold serif type at centre, beneath which a payability clause reads 'Payable to the bearer on demand in silver pesos or in legal tender currency of the Philippines.' A circular green 'Approved' Commonwealth of the Philippines seal is affixed to the right, and three signature lines at the foot identify the Acting Treasurer, Governor (Chairman), and Provincial Auditor, with 'SERIES OF 1944' at upper right.

The Negros Emergency Currency Board was one of several provincial guerrilla currency authorities operating in the Philippine islands during the Japanese occupation. These boards issued notes to sustain local economies outside Japanese monetary control — a deliberate act of economic resistance, not merely administrative necessity. Negros Occidental maintained one of the more organized guerrilla governments in the archipelago, with functioning civil administration backed by American officers who had not surrendered.

Emergency issues from Negros are notably prone to foxing and paper deterioration due to the crude local materials used — wood-pulp stocks sourced under wartime conditions were never archival quality. Collectors should expect this as endemic to the type, not individual mishandling.
